All over the world, devastating floods are on the increase. North America has seen $50 billion in flood damage in the last decade of the 20th century. Some researchers speculate that the trend is indicative to a change in climate; others blame population growth and development. Residents along the Mississippi River are no strangers to overflows at flooding. To them, trying to tame the river has become impossible. And Canada is no exception. In 1997, 2.5 million sandbags were flown to Winnipeg by Canadian Armed Forces aircraft from Edmonton. In that year, 17,000 people were forced from their homes while devastating floodwaters from the United States advanced northward.
